Disputes or Complaints Regarding Caste Members
The High Council and Judges of the Blue Caste are not, generally speaking, in the business of adjudicating city matters. It is our belief that disputes or complaints should first be taken to the Administrator, Magistrate or Ubar (now referred to as Leader) of a city or region that the scribe resides in, is visiting or claims as their Home Stone. Should that matter be decided by the Leader that the scribe is indeed guilty AND that the Leader further believes that the matter was terrible enough to warrant caste status being stripped or limited by the caste, the Leader may refer the matter to the High Council. If the scribe does not, at that time, fall under the jurisdiction of any active Leader, the complaint or dispute may be referred directly to the High Council.
The High Council will review whatever documents are submitted and decide if they will entertain the matter. If they decide it is warranted, they will refer the matter to Caste Judges to decide if a trial will be held in order to make any decisions about the scribe's caste status. Accused scribes have the right to represent themselves or have a magistrate represent them during any caste trial. The only action the Blue Caste can take is to strip a scribe of caste status or limit the practice of a scribe for a prescribed amount of time. Any other consequences (imprisonment, etc.) will be decided strictly by the Leader of the city the scribe currently resides in, is visiting or the incident takes place in.
OOC Note: The High Council, Caste Judges and Caste Elders will not participate in drama unrelated to caste business. If a complaint is made to the caste, it must be a matter of malpractice regarding scribe duties or behavior so terrible and egregious as to smear the entire reputation of the caste as a whole. Other matters will be handled by the parties and cities involved without the intervention of the Caste leadership.
